Holyoke committee directs solicitor to draft public comment identification rule

Holyoke's Charter and Rules Committee voted 3-0 to have the city solicitor draft a formal rule requiring public comment participants to give their name and either their street address or ward number. The vote followed extended debate over whether Zoom participants should be required to show their faces on camera — a proposal rejected 2-1 — and over how to verify that speakers are Holyoke residents. City Solicitor Bissonette, who participated via Zoom, agreed to prepare draft language and warned the committee that restricting what participants display on screen could raise First Amendment complications under a recent Massachusetts Supreme Judicial Court ruling giving the public broad latitude at public meetings.

The committee also voted unanimously to send a Home Rule petition to ban anticoagulant rodenticides — modeled on language filed by Arlington — to legal for formatting, and voted 3-0 to forward a charter amendment conforming Section 15 to newly adopted financial department appointing authority to the full city council, with Bissonette confirming the amendment does not take effect until signed by the governor.
