Holyoke Panel Approves Dog-Sitting Permit With Conditions

Holyoke committee approves home dog-sitting permit, unwinds a barbershop's zoning snag in one meeting. The Development and Government Relations Committee voted 5-0 to grant John Barbagallo a special permit for Pioneer Valley Dogs LLC at 43 King Street, with conditions of no signage, no more than two dogs at a time, and no pickup or drop-off before 7 a.m. or after 7 p.m. Councilor Devine argued "there's no reason why you can't make conditions tonight," pushing the panel past a proposal to table.
Neighbors Eleanor and Stanley Kabalansky and Carol Soitz objected in writing over noise; Barbagallo called the multi-committee process "quite the burden." Separately, the committee voted unanimously to let Ronaldo Guzman withdraw, without prejudice, a special permit bid for his Elio Barber Studio at 113 Sargent Street after City Solicitor Bissonnette said the barbershop-and-residence use appeared allowable without one.
