Holyoke's new Ordinance Committee spent its first meeting scrutinizing a proposed finance department restructuring projected to save at least $100,000 annually and be budget-neutral in fiscal year 2027. City Treasurer Rory Casey and financial consultant TJ Plant, former chief administrative and financial officer of Springfield, presented an updated organizational chart calling for a new Chief Administrative Financial Officer, a comptroller, a director of internal audit, a director of technical assistance, and three financial analyst positions retitled from existing NAGE union roles. Casey told the committee the city currently pays roughly $200,000 each for separate Munis financial systems for city and school operations, and paid $75,000 this year alone to an outside contractor to manage the software after the existing IT vendor stopped servicing it.
Committee members led by Chair Meg McGrath-Smith pressed for tighter job-description language, the addition of accounting as an accepted degree field, and clearer language requiring written financial impact analysis with every budget transfer order. A sharp exchange over the still-unfilled appointed treasurer position, Councilor Bacon called it "completely irresponsible" not to have posted it, ended with Mayor Joshua Garcia saying the salary had not been finalized on the Schedule A until last week, and that an interim appointment will cover the February 3 charter deadline.
