Holyoke Committee Advances Housing Tax Deal, Park Land Transfer, and Scrap Yard Renewal

HOLYOKE -- April 27, 2026, Holyoke's Development and Government Relations Committee advanced a cluster of housing, land-use, and business license items at its April 27 meeting. The five-member panel, chaired by Councilor Richard Purcell, unanimously recommended approval of a Tax Increment Exemption agreement with 103 Lyman LLC for a proposed 12-unit market-rate development at a Lyman Street address vacant since a fire in the early 2000s; Eric Nakajima, the city's director of planning and economic development, told the committee the developer draws no tax benefit until a certificate of occupancy is issued and that the local incentive does not prejudice planning board review. The committee also approved a special permit for Rights Block LLC to reconstruct two failing wooden egress staircases at 106 and 120 High Street, part of a larger rehabilitation adding 19 mixed-income apartments, and voted to send a resolution to the full City Council authorizing the mayor to accept a 1.65-acre state-owned parcel at Anniversary Hill Park that has been in state control since 1967. A renewal of the junk dealer's license for William F. Sullivan and Company at 107 Appleton Street prompted extended debate after Councilor Tahlheimer presented 21 resident emails with video documenting pre-7 a.m. operations dating to 2022; company president Brian Powell offered his personal cell number for future complaints and the renewal was approved unanimously. Discussion of two orders related to the Elmwood Forest parcels and the Whiting Farms Road land under contract to a sports complex developer was curtailed after City Solicitor Mike Bissonette said active litigation prevents city departments from participating; HEDIC board member Joe McGivern confirmed the purchase and sale agreement for the industrial parcels was extended to March 2027.
