Holyoke Committee Advances Housing Tax Deal, Park Land Transfer, and Scrap Yard Renewal

HOLYOKE — April 27, 2026 — Holyoke's Development and Government Relations Committee advanced a cluster of housing, land-use, and business license items at its April 27 meeting. The five-member panel, chaired by Councilor Richard Purcell, unanimously recommended approval of a Tax Increment Exemption agreement with 103 Lyman LLC for a proposed 12-unit market-rate development at a Lyman Street address vacant since a fire in the early 2000s; Eric Nakajima, the city's director of planning and economic development, told the committee the developer draws no tax benefit until a certificate of occupancy is issued and that the local incentive does not prejudice planning board review. The committee also approved a special permit for Rights Block LLC to reconstruct two failing wooden egress staircases at 106 and 120 High Street — part of a larger rehabilitation adding 19 mixed-income apartments — and voted to send a resolution to the full City Council authorizing the mayor to accept a 1.65-acre state-owned parcel at Anniversary Hill Park that has been in state control since 1967.
