Holyoke Charter panel votes 2-1 to lower ordinance supermajority threshold
Holyoke's Charter and Rules Committee voted 2-1 to send a proposal to the full council that would lower the supermajority threshold for passing ordinances from nine votes to a simple majority.
Other Committee · Meeting of January 21, 2026
Holyoke's Charter and Rules Committee voted 2-1 to send a proposal to the full council that would lower the supermajority threshold for passing ordinances from nine votes to a simple majority. Chair Mimi Panich argued the nine-vote rule conflicts with the city charter's veto-override provision, saying majority rule "allows for a certain flexibility and ability to experiment in city government." Vice Chair Linda Vacon dissented sharply, calling the timing "a total power grab" given that the current council's majority can reliably muster nine or ten votes on its own. The committee also voted unanimously to request City Clerk Brenna Leary forward all outstanding Municode codification updates to council staff after Council Assistant Jeffrey reported the city's code has not been updated since at least July 2025 and that an automatic-update feature in the city's Civic Plus software has never been activated.
A separate order on streamlining the council's famously long agendas, which routinely run 70 to 90 items, was marked as complied with after members reached informal consensus that a new traffic-study process from City Engineer Victoria Houle and expanded use of SeeClickFix could absorb much of the volume.
