Holyoke Charter Panel Advances Three Financial Overhaul Amendments, Tables Two Others

HOLYOKE — March 2, 2026 — Holyoke's Charter and Rules Committee advanced three charter amendments tied to the city's financial reorganization act and tabled two others for redrafting at its March 2 meeting. Chair Mimi Panag led the hybrid session, which included Councilors Linda Vacon, Rick Purcell, Mike Sullivan, Patty Devine, Anne Tolheimer, and Meg McGrath Smith. The committee voted 3-0 to forward amendments to Sections 46 and 45 of the Holyoke Charter to the full City Council, with a key last-minute correction preserving the city's two-year residency requirement for elected-office candidates after Councilor Vacon flagged that the original redline would have quietly eliminated it. A separate amendment removing charter references to the city treasurer in elected-office provisions passed unanimously, though Vacon warned the city risks operating out of compliance with its own charter when the mayor's 30-day temporary treasurer appointment expires at the end of March — well before any home rule petition could clear the Legislature. The committee also tabled, for further legal review, an order by Councilor Sullivan that would have required remote public comment participants to keep their cameras on, with City Solicitor Jeffrey Besonette cautioning that any established public comment period must be content neutral and that camera mandates raise significant access concerns.
