Holyoke Charter Panel Advances Subcommittee Rule Overhaul, Tables Finance Additions

HOLYOKE — December 9, 2025 — Holyoke's Charter and Rules Committee unanimously advanced two reorganized subcommittee rule packages to the full city council at its December 9 meeting. Chair Councilor McGrath Smith led the panel through a months-long effort to consolidate Section 9 of the council rules, grouping subcommittee responsibilities, voting procedures, and reporting requirements into a cleaner structure; the committee also revised language around a rule requiring written reports, replacing it with a requirement that minutes of all subcommittee meetings be taken and shared with the full council. A separate rule barring subcommittees from meeting simultaneously without a majority vote of the full council — and allowing a committee of the whole when a joint committee would constitute a council quorum — was also approved and sent forward after City Solicitor Besonette explained the open meeting law concerns that prompted it. Two dense finance rule additions proposed by absent Councilor Kevin Jordane, which Besonette said appeared designed in part to sidestep a state statute governing end-of-fiscal-year transfers, were tabled for further review, as was a home rule petition from Councilor Bartley on veterans parking at municipal buildings after Besonette suggested the city may already hold authority to act by ordinance alone.
